From China Fever to China Fear? China’s Economic Statecraft and Its Impact on Foreign Businesses 

Seung-Youn Oh, Associate Professor and Chair of Political Science on the Jye Chu Lectureship in Chinese Studies 

Economic statecraft—the use of economic tools for foreign policy—has long been essential in great-power politics. While China has historically resisted foreign interference, it is increasingly using sanctions to advance its strategic interests as the world’s second-largest economy and major manufacturing hub. Unlike U.S. sanctions, which stem from formal legislation, China’s sanctions often take the form of unofficial retaliations, including state-led boycotts and exclusions of foreign firms through industrial policies. This presentation examines the impact of China’s economic sanctions on foreign businesses, highlighting how these practices are shifting "China Fever" into "China Fear" among international enterprises.
